CAMP BGEN OSCAR M FLORENDO- Police Chief Superintendent Gregorio R. Pimentel, Regional Director of Police Regional Office 1 (PRO1) will administer on Monday (January 30) the donning of ranks and oath taking of the 398 police personnel who are promoted to the next higher ranks to be held at the PRO1 Grandstand coincided with the Traditional Monday Flag Raising Ceremony.
PCSupt. Pimentel said the promoted personnel were composed on 41 Police Commissioned officers (PCOs) and 357 Police Non-Commissioned Officers (PNCOs) assigned in different police units of Region 1.
Of the PCOs, six (6) were promoted to Police Superintendent, 13 to Police Chief Inspector, 12 to Police Senior Inspector and 10 to Police Inspector.
For PNCOs, 8 were promoted as Senior Police Officer 4, 23 for SPO3, 36 for SPO2, 76 for SPO1, 59 for Police Officer 3 and 155 for PO2.
PCSupt. Pimentel said the promotion of his personnel is one of his priorities as his way of recognizing their sacrifices, accomplishment and merit they displayed in the police service.
“This is my precedence and I am very thankful that the PNP leadership has approved this promotion of our personnel. This is the best thing we can offer to our personnel, to recognize them thru giving them the due promotion based on their merit and fitness,” the Regional Director added.
Based on records, a total of 2,500 police personnel applied for promotion, but only 398 were promoted for reason of limited quota. ###
CAMP BGEN OSCAR M FLORENDO- Region 1 Police Director Chief Superintendent Charlo C. Collado together with the Command Group and Regional Advisory Council (RAC) received on Monday (August 14) the “Gold Eagle Award” for garnering a rating of 97.27% in fulfilling the Proficiency Stage of the PNP PRO1 Peace and Order Agenda for Transformation and Upholding of the Rule of Law (P.A.T.R.O.L.) Plan 2030 during the Conferment of PGS “Proficient” Status held at the PNP Multi-Purpose Center in Camp Crame coincided with the 5th Founding Anniversary of the Center for Police Strategy Management (CPSM).
PCSUPT Collado stressed his elation for another achievement and he considers this as one step farther in the journey of PRO1 transformation. “Garnering this award is not mine to take; this is an achievement of every personnel of PRO1 who hardly worked to make this transformation a reality for Region 1 police. This is indeed an additional sort of inspiration for PRO1 to further re-ignite the commitment for a highly capable, effective and credible police service,” he said.
The Regional Director also thanked the PRO1 RAC for their support and contribution to PRO1 and vowed to continue what PRO1 has started and strengthen the PNP’s resolve to fight criminality and ensure safety of the community through the strict implementation of Project Double Barrel: Reloaded and compliance to the PNP P.A.T.R.O.L. Plan 2030.
“As we fulfill the proficiency level at its gold stage, I encourage everyone to keep the fire burning and let us again work together to surpass the challenges of the last stage which is the Institutionalization,” PCSupt. Collado added.
A Gold Eagle Award is being conferred to a PNP unit with an overall rating of 95 to 100 percent in certain stage of the PNP Performance Governance System (PGS).
The PNP PGS has four stages that include initiation, compliance, proficiency and institutionalization with the end-purpose of addressing organizational dysfunctions identified by studies and improve the quality of the delivery of police services in the country. It also aims to strengthen law enforcement capabilities and to enhance the welfare and benefits of PNP personnel.
In the proficiency evaluation process, the Strategic Readiness Test, Performance Audit and Unit Revalida were conducted focusing on the alignment of the activities, projects, and initiatives to the strategy. ###

CAMP BGEN OSCAR M FLORENDO- the Philippine National Police top cop Police Director General Ronald M. Dela Rosa visited Region 1 and paid his command visit to Ilocos Sur Police Provincial Office on Wednesday (March 22).
The Chief PNP and his party together with Police Chief Superintendent Charlo C. Collado, Regional Director of Police Regional Office 1 (PRO1) and other senior police officers of PRO1 arrived at Camp Elpidio Quirino in Bulag Bantay, Ilocos Sur at around 12:00 noon for the talk to the men.
In his message, PDG Dela Rosa emphasized the stern implementation of internal cleansing as he encouraged everyone to take part in the campaign to wage those misfits and rogues personnel hiding behind their uniforms.
“I challenged you to do your job well in accordance with the Rule of Law, PNP guidelines and procedures and with morality and integrity since that we are dedicated in continuing the campaign against illegal drugs,” PDG Dela Rosa added.
The Chief, PNP ended his visit with a boodle fight lunch with the personnel of PNP Ilocos Sur.
Meanwhile, PDG Dela Rosa and PCSupt. Collado visited also one of the wounded personnel of the recent ambuscade transpired in Malibcong, Abra, who was confined at the Ilocos Training and Regional Medical Center in San Fernando City, La Union.###

99.93% affected barangays in Region 1 cleared of drugs
CAMP BGEN OSCAR M FLORENDO –Region 1 police director Chief Superintendent Romulo E. Sapitula is looking forward for the declaration of Region 1 as drug cleared, after 99.93 percent of the total number of drug affected barangays were cleared by the Barangay Anti-Drug Abuse Council (BADAC). PCSupt. Sapitula, PRO1’s (Police Regional Office 1) Regional Director, said a total of 2,899 barangays out of the 2,901 affected barangays have been cleared of illegal drugs by BADAC. The Regional Director said, the two remaining affected barangays are in the province of Ilocos Sur and these are categorized as “seriously affected.” In the Barangay Drug Clearing Operations, drug affected areas are classified into three category such as, “slightly affected,” where drug users are present; “moderately affected,” or areas with drug pushers and “seriously affected,” or places with shabu tiangge or store, shabu laboratory, marijuana plantation or chemical warehouse. “These BADAC cleared barangays are now being validated by the PDEA-RO1 and the Regional Validation Committee to ensure that these barangays are totally cleared of illegal drugs. As of this date, a total of 1,584 were already validated and cleared as drug free barangays. Our police has further intensified their anti-illegal drugs campaign to prevent the resurgence of this menace in these barangays,” PCSupt. Sapitula added. Meanwhile, the continuing anti-illegal drugs campaign of PRO1 has recorded a total of 39,502 drug surrenderers composed of 36,158 users and 3,344 pushers. With these surrenderers, 29,191 undergone the Recovery Wellness Program initiated by the police and Local Government Units through their health units and local social welfare development offices. Since the start of the campaign (July 1, 2016- to date), a total of 3,217 illegal drug personalities were arrested by the police and all of them were properly charged in court.###
CAMP BGEN OSCAR M FLORENDO – the second man in command of the Philippine National Police (PNP) Police Deputy Director General Francisco A. Uyami Jr. paid his first command visit to Police Regional Office 1 (PRO1) as he graced the commemoration of the 26th PNP Foundation Day on Thursday morning (February 9).
The Deputy Chief PNP for Administration led the conferment of awards to the PNP personnel who displayed their outstanding performance and who greatly helped PRO1 in its pursuit of peace and order.
PDDG Uyami Jr. conferred the Medalya ng Kadakilaan to PCSupt. Gregorio R. Pimentel, Regional Director of PRO1 in recognition of his noteworthy acts of heroism as the over-all in charge of the month-long concerted intelligence build-up and manhunt operations that resulted in the arrest of Ronnie P. Dayan.
In his message, PDDG Uyami Jr. congratulated all the awardees and he exhorted that these awards shall serve as inspiration in bringing the PNP service into greater heights despite of the negative issues involving some misfit personnel of the PNP.
“Let us not waste what has been sacrificed for the past 26 years for the PNP has journeyed along the rough and difficult road of policing in serving the people, in protecting the community, in facing overwhelming challenges and even suffering the pain of losing men and women in deadly encounters with lawless elements,” PDDG Uyami Jr. said.
He also cited the extreme sacrifices of the SAF 44, Police Chief Inspector Bernard E. Pagaduan and his team who were awarded the “Sugatang Magiting” (PNP Wounded Personnel Medal) and a certain PO3 Angelo Cortez who was killed while conducting surveillance operation against illegal drug trafficking in Pangasinan sometime in 2016.
“I am standing in front of you today for the last time as the Deputy Chief PNP for Administration. In March, I will surrender my badge with deep humility and great pride to our beloved organization. Rest assured that the honor and integrity of being a police officer remain in my heart,” PDDG Uyami Jr. added. ###
