CAMP BGEN OSCAR M FLORENDO- Police Lieutenant General Cesar Hawthorne R Binag paid his command visit to Police Regional Office 1 (PRO1) as the PNP Deputy Chief for Operations and the Commander of Joint Task Force COVID Shield, Thursday morning (November 26).
 
PLtGen Binag led the conferment of awards to PNP personnel who displayed outstanding performance that contributed to PRO1’s operational accomplishments especially in the campaign against Most Wanted Persons and illegal drugs.
 
Skills demonstration on Immediate Action Drills, Civil Disturbance Management and Hostage Taking Situation Management were presented by the Regional Mobile Force Battalion while area paneling and bomb neutralization were also demonstrated by the Regional Explosive and K9 Unit to ensure the operational readiness of Police Regional Office 1 during crises.
 
La Union Police Provincial Office also presented the confiscated pieces of evidence during the buy-bust operation and service of a warrant of arrest staged at Urbiztondo, San Juan, La Union yesterday (November 25) morning that resulted in the arrest of Christian C Rivera, leader of Rivera Drug Group operating in Region 1.
 
In his message, PLtGen Binag lauded Police Regional Office 1 under the leadership of its Regional Director Police Brigadier General Rodolfo S Azurin Jr for the committed execution of its mandate which greatly contributed to the peace and order of the country. He also commended PRO1 as the first PGS institutionalized unit in the PNP.
 
He then challenged PRO1 to sustain a 100% drug-free institution. “None of any member of PRO1 should be involved in illegal drugs in whatsoever manner whether it is a user, pusher, protector, etc.” PLtGen Binag stressed.
Meanwhile, an Oversight Committee Meeting on Anti-Illegal Drugs and Enhance Managing Police Operation proceeded after the activity.

CAMP BGEN OSCAR M FLORENDO – the PRO1’s (Police Regional Office 1) intensified campaign against illegal drugs and loose firearms scored following the arrest of four individuals during the buy-bust operation staged in Urbiztondo, San Juan, La Union, Wednesday morning (November 25).
 
In his report to the Chief, PNP, Police General Debold M Sinas, PRO 1 Regional Director Police Brigadier General Rodolfo S Azurin Jr. identified the suspects as Christian Casugay Rivera, 29; Harvey Munar Singson, 40; Medrick Arafiles Dela Cruz, 21; Michelle Leria Luken, 23.
 
Based on the report reaching the camp, the operatives conducted a buy-bust operation and service of Warrant of Arrest under Criminal Case No. 13725 issued by Hon Victor O Conception, Presiding Judge, RTC Branch 66, San Fernando City, La Union against Christian C Rivera for Violation of Section 5, Article II of Republic Act 9165. Rivera was also identified as the leader of Rivera Drug Group operating in Region 1 and was a subject of manhunt operations.
 
During the implementation of the said Warrant of Arrest, one of the suspects identified as Harvey M Singson fired his firearm at the arresting team prompting the operative to fire back. Fortunately, no casualties were incurred during the said incident.
 
PBGen Azurin said the operatives were able to seize the following items: one (1) piece plastic sachet containing suspected shabu; one (1) piece genuine 1,000 peso bill (marked money); two (2) Uzi firearm; one (1) hand grenade; four (4) pieces caliber .22 pistols loaded with magazines and ammunition; two (2) caliber .45 pistols loaded with magazines and ammunition; one (1) 375 replica revolver; assorted magazines and live ammunition; three (3) handheld radio; six (6) cellphones; 21 pcs heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu with an estimated weight of 20 grams and with DDB estimated value of Php 136,000.00; digital weighing scale and different drug paraphernalia.
 
Meanwhile, the Scene of the Crime Operatives (SOCO) also conducted an immediate investigation on the place of incident and was able to recover one (1) unit caliber 9 mm Taurus pistol loaded with 6 ammunition, 4 cartridge cases of 9mm, 5 fired cartridge case for cal 5.56 and 1 deformed fire bullet.
 
The said accomplishment is in line with the standing order of the PNP Chief Police General Debold M Sinas to focus on revitalized police operations on anti-illegal drugs, in the apprehension of high-value targets or individuals including their associates and networks.
 
“Let us continuously sustain the momentum in terrorizing illegal drugs and bring this campaign successful for our community people whom we are sworn to serve and protect. This is not the endpoint of our efforts, we will strengthen our operation to apprehend drug personalities,’’ PBGen Azurin said.
 
He also added that to ensure that all police stations are working together, full implementation of operations on illegal drugs must be constantly made.
The joint operatives who conducted the said buy-bust operation were composed of personnel from San Juan Municipal Police Station, La Union Provincial Intelligence Unit, PDEARO1, SWAT LUPPO, RMFB1, MARPTSA, RID, and LUPMFC.
 
The suspects together with the seized pieces of evidence are now under the custody of San Juan Municipal Police Station for proper disposition.

CAMP BGEN OSCAR M FLORENDO- Region 1 cops join the Search and Rescue Operations in areas greatly affected by typhoon Ulysses onslaught.
 
One medical team and five teams of PRO1 Search and Rescue Contingents were send-off yesterday (November 14) to facilitate the on-going rescue operations in the province of Cagayan.
 
Police Regional Office 1 under the leadership of Police Brigadier General Rodolfo S Azurin, Jr., Regional Director also extended financial assistance amounting to Php 110, 000.00 to aid the victims of Typhoon Ulysses.
Inspired by the PRO1’s program thrust, Malasakit + Kaayusan + Kapayapaan= Kaunlaran, PBGen Azurin stressed the importance of helping each other amidst the crisis.
 
“Today, we are not only into the battle against the pandemic; we are also into helping our fellow Filipinos who were hardly hit by typhoon Ulysses. In these trying times, let the spirit of 'bayanihan’ flourish. Let us continuously pray for the safety of everyone. Together, we will recover and overcome all these challenges,” PBGen Azurin said.
 
Meanwhile, the PNP Maritime Group also joined the PRO1 SAR Contingents in the said rescue operations.

Good day ladies and gentlemen!
 
First of all, I would like to express my deepest sympathy to the bereaved family of the late Virgilio Maganes. May the comfort of our God be with you and may you be consoled by the outpouring support of our fellowmen!
Virgilio “Vir” Maganes represents a part of a shunned society where his works deeply contributed to the call of public service. His murder is indeed a loss in the media community and the entire country.
 
The leadership of Police Regional Office 1 and the whole PNP as well, condemned in the strongest manner the killing of Mr. Virgilio “Vir” Maganes, a columnist of Northern Watch Newspaper and our partner in information advocacy.
 
We ensure that the PNP will seek the truth and will pursue the case no matter who gets caught and who gets hurt. Rest assured that those responsible for this murder should be urgently found and brought to justice.
 
The Special Investigation Task Group Maganes (SITG Maganes) was immediately activated to lead the investigation and facilitate the speedy resolution of the case. As of now, we already have investigative leads and persons of interest were identified through CCTV footage near the crime scene. Hopefully, the witnesses to this senseless killing will volunteer information that will lead to the arrest of the killers of Vir.
 
As the Regional Director of Ilocos Region police, it is my distinct desire to bring the perpetrators to justice. I therefore encourage the Filipino community, especially our friends from the media, to remain vigilant and help us in the speedy resolution of the case. CAMP BGEN OSCAR M FLORENDO- Another twelve members of Underground Mass Organizations (UGMO) voluntarily surrendered and took their oath of allegiance to the folds of the government yesterday afternoon (November 5) at Brgy. Lubing, Burgos, Ilocos Sur.
 
In his report to Police General Camilo Pancratius P Cascolan, Chief, PNP, the PRO1 Regional Director Police Brigadier General Rodolfo S Azurin, Jr identified the surrenderees as: Allan Andress S Dupredo, Bernardo Felicitas, Bernardo Cotillon, Jonna Foronda Felicitas, of legal ages and residents of Brgy Luna, Burgos, Ilocos Sur; Henry Cabangcal, Joey Abalos, Joseph Abalos, Mauro Abalos, Richard Cabangcala, Rodrigo Abalos, Yolanda Cotillion, Guillermo Galvez, of legal ages and residents of Brgy. Lubing, Burgos, Ilocos Sur.
 
Based on the report reaching this camp, personnel of 81st Infantry Battalion, 7D, Philippine Army, and Burgos Municipal Police Station facilitated the surrender of the said CNT supporters.
 
“There is progress in peace and unity. And the surrender of these NPA supporters manifests that our government is serious in its efforts to End Local Communist Armed Conflict in the country. For this will impact a big leap in our country’s sustainable peace and development,” PRO1 Regional Director, Police Brigadier General Rodolfo S Azurin, Jr., said yesterday.
 
He also appealed to the members of Communist National Terrorist groups to lay down their arms against the government and encourage them to live in freedom under the realm of the government.
 
“The Municipal Task Force ELCAC headed by Hon Mayor Nathaniel Escobar and the local officials of Burgos, Ilocos Sur played a very significant role in encouraging these surrenderees to return to the folds of the law,” PBGen Azurin averred.
 
The surrenderees renounced their support to the terrorist groups after two founders of Save Quirino Movement Underground Mass Organization (UGMO) under the umbrella of Cordillera Peoples Alliance surrendered last November 4, 2020.
